Accelerating FID Approval, PRPP Strengthens the Foundation of the Company’s HSE Management Standards
Jakarta, 14 November 2025 – Having been mandated to develop and operate the Grass Root Refinery (GRR Tuban), an integrated petroleum refinery and petrochemical complex in East Java, PRPP has now entered a crucial phase in the project’s development: securing the Final Investment Decision (FID) approval from shareholders. This approval will determine the continuation of the project, which is also designated as a National Strategic Project.
One of the key parameters in preparing the FID documents is the establishment of an integrated and comprehensive Health, Safety, and Environment (HSE) management plan to ensure not only the safety and well-being of workers and parties operating within the GRR Tuban perimeter, but also the protection of the surrounding communities and environment.
This commitment was emphasized by Sandi Dumara, Manager of HSSE Petrochemical Complex PRPP, who oversees the fulfillment and implementation of PRPP’s HSE standards and leads the preparation of the HSE aspects within the GRR Tuban Project’s FID documentation.
“The high level of design and construction complexity of the GRR Tuban refinery requires us to be extremely thorough in preparing the HSE management plans for our FID proposal,” Sandi stated.
Sandi further highlighted the high standards and efforts undertaken to ensure a strong HSE management system within the company.
“In ensuring safety standards, in addition to referring to the Environmental Impact Assessment (AMDAL), we also adopt the Environmental and Social Impact Assessment (ESIA) standards, which are mandatory for internationally scaled projects. Our routine HSE programs include weekly HSE knowledge-sharing sessions for all employees, emergency response training, defensive driving training for company drivers, safety leadership programs, and the implementation of a contractor safety management system,” he added.
Aligned with these efforts, PRPP’s initiatives to strengthen its HSE culture have drawn recognition from stakeholders. At the Technology Forum Hall of the LEMIGAS Oil and Gas Testing Center on Thursday afternoon (13/11/2025), the Directorate General of Oil and Gas of the Ministry of Energy and Mineral Resources awarded PRPP the Patra Nirbhaya Karya Pratama award for achieving over 5 million safe working hours. From 13 March 2019 to October 2025, PRPP recorded more than 5 million safe working hours without any loss time injury. The award was received by Sigit Pradjaka Sugestihanto, Acting President Director of PRPP and Head of the Company’s Technical Operations, from Noor Arifin Muhammad, Director of Oil and Gas Engineering and Environment.
Sigit expressed his pride during the event.
“Alhamdulillah, praise be to Allah SWT for this award received by PRPP. It is the result of our commitment in initiating HSE management from the very beginning of the project development phase. Appreciation goes to all PRPP officers who have consistently upheld HSE principles in every activity since the project began,” he said.
Sigit also emphasized that PRPP’s efforts and commitment to HSE implementation will continue to be strengthened as the GRR Tuban Project progresses.
“This award is a tangible testament to our efforts in ensuring HSE aspects across the company, including throughout the FID preparation process, and assures our stakeholders of our commitment to the sustainability of the GRR Tuban Project. Moreover, this serves as a starting point for us in preparing for the HSE implementation required during the more complex project execution phase to ensure the safety and well-being of workers as well as surrounding communities,” Sigit concluded.
For reference, the Patra Nirbhaya Karya Pratama award is the third such award received by PRPP, following similar recognitions in 2023 and 2024. The GRR Tuban complex is planned to be developed on approximately 840 hectares of land in Jenu District, Tuban Regency, and is projected to have a crude oil processing capacity of 300,000 barrels per day, producing high-quality Euro V–grade fuels and petrochemical products including polyolefins and aromatics.*
